BUILDINGS & GROUNDS COMMITTEE
 
 
 
I. MISSION STATEMENT: (brief statement of purpose)

 
The MISSION of the BUILDINGS & GROUNDS COMMITTEE is to assist the pastor, staff and maintenance personnel in providing a physical plant and grounds environment that not only meets the needs of our parish ministries and services, but at the same time reflects God’s gifts of beauty, safety, and welcoming.
 
II. GOAL (“end-product” … desired outcome for those to whom this ministry is directed)
 
The GOAL OF THE BUILDINGS & GROUNDS COMMITTEE is for parishioners and visitors to experience a safe, secure, welcoming and functional environment in which they can worship, learn, minister to others, and enjoy community-building activities, and where they can fulfill the biblical mandate: “Out of love, put yourself at one another’s service.”
 
III. OBJECTIVES (corollaries, strategies, priorities flowing from mission and goal)
1. To provide for a system of leadership succession, representation on the commission, and implementation of ministry’s mission and objectives.
2. To monitor use and condition of physical plant, building systems, utility consumption data, and grounds. Make recommendations regarding repair, servicing, upgrade.
3. To inspect annually parish facilities and grounds; monitor problems. Make recommendations to pastor and his maintenance staff regarding resolution.
4. Help forecast physical plant and grounds needs.
5. Develop time-line indicating projected “life” of major building and grounds elements.
6. Assist parish administrative staff in development of manageable phased plan for upgrading of aging elements of the physical plant and grounds.
7. Prepare annual “capital” budget identifying physical plant and grounds upgrade priorities, and design solutions to present to pastor, PPCM and Parish Finance Committee for consideration.
8. Routinely monitor budget expenses and review billings with parish business staff and Parish Finance Committee.
 
IV. SERVICES (programs, actions, projects)
1. Oversee execution of “capital” and other authorized budgeted projects, including development of drawings, specifications; coordination of bidding process or negotiations with identified contractor/vendor; Recommendation to pastor and his business staff regarding bids; monitoring work in progress including coordination with ongoing parish activities.
2. Serve as resource for parish maintenance staff regarding resolution of problems, identification of possible vendors, contractors, etc.
3. Identify parish-connected resources for materials, equipment and services, as well as potential donors for special projects.
4. Coordinate under parish business staff the organization of physical plant records, surveys, drawings, warrantees, guarantees, equipment service history, contractor files.
5. When advised, help coordinate projects with Archdiocesan staff.
6. Assist in creating job descriptions for maintenance support staff.
7. Make recommendations to pastor and his administrative staff regarding maintenance and beautification of grounds.
8. Develop a system so that ministries that use parish facilities can report needs of repairs as they see or experience them.
